Policing the town

So I'm driving down the road and this motorcycle switches lanes and is now in front of me. I'm not speeding or anything, but any time the police are right next to you, you naturally watch to make sure you are obeying every law. We drove for several blocks and I got to looking at the motorcycle. For some reason it looked a little skimpy for a police one, and I couldn't see the logo on it from the back. I haven't been here long enough to know what sets the local cops apart from those of other towns, but something just didn't look right about the bike. So I got to wondering--is it possible to buy used police jackets? Or does that violate some sort of rule?

It seriously took me half a mile or more before I figured it out. See if you can see the problem:
