No, it's not always there--that was for the Kirchweih (also called a Kermis in other parts)--kind of like the county fair, minus the animals and plus beer. This was from May/June. There's a hill in town where all the rides and food booths get set up, and the beer cellars in the hillside open up and people wear lederhosen and a Grand Time is Had by All.
